The following were the major achievements of the health and population sector in fiscal year 2021/22:
Strategies
- Finalization of the "Nepal Health Sector-Strategic Plan (NHS-SP) 2022-2030," which has been approved. This establishes the sector's priorities and implementation framework as an operational plan of the 2019 National Health Policy and an instrument of the SWAp in alignment with the SDGs (SDGs)
- The final draft of the National Health Financing Strategy was developed in November 2021 through a participatory approach utilizing rapid results initiatives and was then submitted for approval.
- The FMoHP approved the National Strategy on Human Resources for Health 2020/21-2029/30 in 2021. This new strategy assesses the situation of HRH in Nepal and establishes a roadmap for future human resource management.
Surveys and information management
- In 2021, the Integrated Health Information Management System (IHMIS) roadmap (2022-2030) was approved. The roadmap aims to launch a coordinated mechanism for health information management across multiple health information systems, as well as to increase the use of information and digital technology management.
- As envisioned in the IHMIS Roadmap, after 9 years, all HMIS tools have been revised to align with ongoing health sector programs and services, and their implementation has also begun in the current fiscal year.
- The FMoHP expanded electronic reporting of service data from HFs. In fiscal year 2021/22, a total of 2,970 public health facilities electronically submitted HMIS monthly reports.
- The Nepal Health Facility Survey (NHFS) 2021 final report has been published. The NHFS 2021 gathered data from a variety of public, private, and non-governmental facilities across the country's 77 districts.
- The Nepal Demographic and Health Survey (NDHS) 2022 was completed, and its major findings were released in November 2022.
- The MoHP has been conducting a study on maternal mortality based on the Nepal Population and Housing Census (NPHC). While data collection was completed following the population census, data analysis is currently underway. This study is expected to provide robust estimates of maternal mortality in Nepal, which will help to design necessary interventions to reduce such deaths.
Epidemic response (COVID-19 and Dengue)
- The national Health Emergency Operations Centres (HEOCs) are continuing to monitor, report, and disseminate COVID-19 (and Dengue in recent months) status in coordination with concerned entities. Provincial HEOCs are operational in all seven provinces.
- The number of COVID-19 cases reported has decreased. After the vaccination campaign officially began on January 27, 2021, there has been progress in vaccine coverage. COVID-19 booster treatment began in January 2022. The vaccination against COVID-8 19 was initiated in the age group 5 to 11 years.
- As of September 2022, 99.5% of the target population over the age of 12 (23,208,483) had received the first dose.
Management of the procurement and supply chain
- The Public Procurement Strategic Framework (PPSF) for Medicines and Medical Goods Management (2022/23-2026/27) has been approved to address procurement and supply chain management challenges.
- The Department of Health Services has institutionalized the process of developing the Consolidated Annual Procurement Plan (CAPP) (DoHS). The electronic CAPP for Fiscal Year 2021/22 was completed on time.
- Following the conversion of the federal procurement implementation plan (PIP) into the PPSF, the three provinces (Madhesh, Lumbini, and Sudurpaschim) prepared their respective PIPs that were consistent with the federal PPSF.
- Capacity development of procurement and supply chain management officials was continued throughout the year through facilitation, procurement clinics, on-site coaching, and distance support. The officials of Departments, Centres, and Hospitals were given orientation sessions on cost estimation, specification preparation, and bid evaluation in health sector procurement.
