Today, an estimated 1.3 billion people, or 16% of the global population, have a significant disability. Persons with disabilities have the same right to the best possible health as those without disabilities. However, the WHO Global report on health equity for people with disabilities shows that, while some progress has been made in recent years, the world is still a long way from realizing this right for many people with disabilities, who continue to die younger, have poorer health, and face more limitations in everyday life than others. These poor health outcomes are the result of unfair conditions faced by people with disabilities in all aspects of life, including the health care system. Countries are required by international human rights law to address health disparities faced by people with disabilities. Furthermore, the Sustainable Development Goals and global health priorities will not be achieved unless everyone has access to health care.
